This is I think a composition ventriloquist. When you pull the string the mouth opens as seen in second photo. The body seems to be cardboard with the head hands and socks and shoes the composition stuff. There is a pair of white pants that have yellowed and stained with age as well as an extra blue jacket and the front part of a shirt and a very worn hat LOL. As you can tell I am not a collector and know nothing about this doll so please see all pictures for what you see is what you are getting.
